Make no mistake, schools--especially local ones--add value to neighborhoods. Of course property taxes retrieve some of this value, but not all of it. Leon Phat will use Community Land Rent Benefit Districts (CLRBDs) to get all the PHAT community adds to land value.
Using that PHAT for schools will ensure they're properly funded without having to raise the sales tax (regressive) or post bonds (which cost future generations in interest payments) or hurt business with more business and payroll taxes.
Did you know that the land under the San Francisco Shopping Centre at Fifth and Market Streets is owned by the SFUSD? All the rent from that site goes to help pay for the education of kids in the city. That's how it should be. The land is the birthright of those kids, and the value of the land, being community-generated, belongs to the community.
Using CLRBDs Leon Phat will make that happen. He'll extend the model of that land at Fifth and Market across his district and across the city.
